Central Project Management Agency

The Central Project Management Agency is:

  • an organisation which has already proved to be professional and efficient in implementing complex international projects and programmes;
  • an organisation which has accumulated much experience in dealing with financial, technical, economic, legal and managerial aspects of project implementation;
  • an organisation which strives for excellence and is open to innovative ideas and challenges


History

CPMA was established in 2003 by merging two organisations - the Central Financing and Contracting Unit (CFCU) which was established in early 1998 and Housing and Urban Development Fund (HUDF) established in 1996. The CFCU was responsible for the implementation of projects financed by EU PHARE/ ISPA programmes in the role of the Contracting Authority and HUDF was implementing programmes financed by International Financing Institutions (IFIs) such as financed from World Bank, NIB, EIB, EBRD etc.

 
EDIS Accreditation

The European Commission provided for CPMA Extended Decentralised Implementation System (EDIS) accreditation on 30 of July 2004. Having EDIS mandate the CPMA is involved in implementation of other EU financing instruments (Structural funds) and special programmes (Schengen Facility, Kaliningrad transit, Ignalina Programme etc.). 

 
Mission

Our mission is to satisfy the public interest and seek for:

  • reliable justification of the use of funds, allocated for programmes and projects, financed from the European Union, international organizations, state budget and other financial sources;
  • rational use of national budget allocations by developing implementation of public procurement;
  • improvement of the public administration system by developing international cooperation.
