The CFCU was responsible for the implementation of projects financed by EU PHARE/ ISPA programmes in the role of the Contracting Authority and HUDF was implementing programmes financed by International Financing Institutions (IFIs) such as financed from World Bank, NIB, EIB, EBRD etc.
