Experts in public and private partnership projects preparation and implementation
Position Experts in Public and Private Partnership  (PPP) projects
Project title Promotion of the  Public and Private Partnership process

Objective of the project

Overall objective The overall objective of the project is to promote the PPP development in Lithuania, creating necessary institutional, regulatory and 
legal structures, building the public administration capacity and skills.

Purpose The purpose of the project is to set up a body, obtaining the expertise and competence in the PPP process, which will be responsible for preparation of the recommendations and methodology for PPP projects planning and implementation management and will provide training and consultancy for public administration institutions on the relevant topics. The PPP competence centre will be set up within the Central Project Management Agency (CPMA)

Experts tasks the experts will provide the advice and assistance to the PPP competence centre team and public sector clients on the PPP projects financial and economic analysis, risk assessment and valuation, development of PPP projects financial models, value for money assessment, selection of the optimal type, scope and duration of PPP projects, assessment of projects bankability and attractiveness for investors, preparation for public procurement and management of procurement process, making the partnership contract agreements, supervision and monitoring of the contracts

Requirements

 

Qualifications and skills

  • Education at least up to a Masters Degree in the areas of Economics, Finance, Business Administration or similar, or equivalent general professional experience of 10 years in other areas relevant to the assignment;
  • Excellent reporting skills;
  • Knowledge of Lithuanian economy would be considered as an asset.

General professional experience

  • At least 5 years experience in investment projects planning, preparation and management 
  • Specific professional experience
  • Minimum 5 years of professional experience and expertise in the area of PPP  projects planning andimplementation, knowledge and skill in setting the PPP structures, selection of type and scope of PPP agreements;
  • Knowledge and skills of projects finance modeling, projects costs and benefit analysis, risk and sensitivity assessment and valuation techniques, value for money assessment techniques;
  • Knowledge and skills of public procurement for the PPP projects: preparation of tender documentation, specification of outputs and service standards, negotiation with bidders, evaluation of bids, drafting of contract agreements;
  • Advisory and consultancy delivery skills.

Qualification and skills and general professional requirements are common for all experts, specific professional experience could cover the part of required list and should be relevant to the task(s), the expert applies for.  Duration of assignment will be set on the basis of task(s)
