Objective of the project
The overall objective of the project is to strengthen the administrative capacity of the DIS key operating structure to cope with the requirements for programming, identification, implementation planning and management of EU funds under the IPA Regulation.

The purpose of this contract is as to assist NIPAC office, CFCD, National Fund/NAO, as well as SPOs, IPA Structures/Working Groups in the Line Ministries/Beneficiary institutions in strengthening their capacities for effective and efficient implementation of assigned responsibilities for IPA, particularly in programming of programmes/projects funded under IPA National programmes, financial management, control environment and technical implementation of IPA funds in the country.
Requirements

Qualifications and skills
•    Education of minimum University degree in economics, business, finance, law, political science or public administration (Master would be considered an advantage or 11 years experience in the areas of finance, financial management, procurement, budget, audit, accounting.
•    Fluency in written and spoken English.

General professional experience

•    Minimum 7 years of working experience in finance, financial management, procurement, budget, audit; accounting.

Specific professional experience
•    Minimum 5 years of working experience in financial management, budget preparations, accounting, procurement, audit and /or control of EU funded programmes/projects;
•    Practical experience with EU procurement and payment procedures;
•    Experience in DIS/EDIS accreditation process in the countries with decentralised system of implementation of EU assistance;
•    Experience in EU financial management and control regulations, rules and procedures;
•    Experience in working with the structures relevant to DIS/EDIS management would be considered an advantage.
