Objective of the project
|
Overall objective
The overall objective of this project is to support the Government of the Republic of Moldova in implementation of the reform agenda in the context of EU integration.
The purposes of this contract are as follows:
-
To build the capacity of State Chancellery for technical leadership in the identification, preparation and implementation of activities funded by external assistance.
-
To support the Programme Administration Office (PAO) at the State Chancellery as the central institution for promoting, planning and implementation of the use of EU instruments, specifically Twinning, TAIEX and SIGMA.

To build capacity and assist the State Chancellery in the preparation and implementation of the Comprehensive Institution Building programme (CIB).

Requirements |
Qualifications and skills
-
University Degree in a public administration, political science, economics or other relevant field.

Computer literacy (minimum: Word, Excel).
-
Excellent communication, negotiation, analytical and organizational skills.
-
Fluency in oral and written English. Knowledge of Romanian and/or Russian would be an advantage.
General professional experience
-
Minimum 7 years of professional experience
-
Demonstrated experience at senior level in public administration, external assistance management and/or strategic planning.
-
Prior experience in working with the European Commission or other EU institutions is an asset.
Specific professional experience
-
Minimum 3 years international experience from both short-term and long-term assignments in external assistance projects.
-
Familiarity with programming and decision-making processes of the EU programmes and instruments and other international or national donor agencies.
-
Experience in development, introduction and/or improvement of external assistance management systems.
-
Experience in Communications and/or Public Relations would be considered an asset.
-
Experience in the development, introduction and maintenance of External Assistance Databases would be an asset.
-
Experience in working in an EU Member State, EU Candidate Country or European Neighbourhood country would be an asset.
