Objective of the project | Overall objective The CIUDAD programme aims at promoting mutual understanding, dialogue and cooperation between local actors in the EU and in the ENPI partner countries through the provision of capacity building for the modernization and strengthening of local and regional government. Specific objectives The specific objective of CIUDAD is the improvement of local and regional government capacities with regard to the use of good governance principles and in particular with regard to the achievement of sustainable, integrated and long-term urban development planning. | | Requirements | Qualifications and skills - University degree or equivalent in government, public administration, finance, urban planning or other relevant field
- Strong written communication skills as well as strong inter-personal and negotiation skills are essential
- Fluency in English and French is essential
- Proficiency of Russian is a distinct asset
General professional experience - At least 5 years experience in carrying out similar management support and monitoring missions;
- Strong familiarity with Project Cycle Management and Logical Framework Analysis;
- Proven ability to draw up extensive monitoring and/or evaluation reports in English and also in French;
Specific professional experience - Extensive knowledge of decentralised cooperation
- At least 5 years experience in empowerment of the planning/management capacities of municipalities
- Experience in sustainable urban development issues
- Professional experience in at least one ENPI East and one ENPI South country is essential
