Objective of the project
|
The overall objective of the project of which this contract will be a part is to contribute towards upgrading the operational performance and professionalism within the public procurement systems in the Western Balkans and Turkey.
The purpose of this contract is to develop and ensure a sustainable procurement training strategy and a national system for public procurement training at all levels in the Beneficiaries built on the SIGMA Training Package but fully adapted to national circumstances. |

Requirements |
Qualifications and skills
- University degree in law, economics or other relevant to the subject matter of the current contract, preferably with a MSc, or equivalent.
- Fluency in both written and spoken English.
- High quality analytical and document drafting skills.
- Proven skills in carrying out similar assignments.
- Among candidates fulfilling the above minimum requirements, preference will be given to those who have experience in transition societies.
General professional experience
- Minimum 10 years of general professional experience.
- Minimum 5 years of experience in public procurement.
- General experience demonstrating sound knowledge of the political situation in SEE, European integration process and EU enlargement.
Specific professional experience
- Project management and supervision.
- Quality assurance and control of project outputs.
- Practical experience in projects (at least 2 in the last 5 years) related to public procurement.
- Familiarity with the SEE legal and public administration systems.
- Experience in working with public authorities in SEE countries. |
