Objective of the project

Overall objective The overall objective of the project is to set up the IPA Training and Support Facility and to assist the Secretariat for European Affairs regarding the implementation of trainings in the area of EU Structural and Cohesion Funds and IPA, through the IPA Training and Support Facility.

Purpose The purpose of the project is to establish a sustainable body within the SEA specialised in trainings regarding EU Regulations, EU Policy Principles, and more specifically on IPA Regulation and Structural and Cohesion Funds.
An IPA Training and Support Facility will be established to ensure that all relevant staff in the various ministries, municipalities and other public bodies directly working with IPA have sufficient knowledge to develop, prepare, implement, monitor and evaluate projects and to ensure appropriate analysis and reporting on the projects. Thus, the operating structures for the relevant IPA components will be supported in order to ensure that the programmes are managed and implemented in conformity with the principles of EU's sound financial management and effective control.

Requirements

Qualifications and skills

  • Education at least up to a Masters Degree/Academic level degree (where an university degree has been awarded on completion of  four years study in a university or equivalent institution) in the areas of Educational Sciences, Public Administration, Business Administration, Human Resources Development, Human Resources Management, Policy Sciences, Social Sciences or equivalent professional experience of 15 years in  the areas relevant to the assignment;
  • Excellent reporting skills;

General professional experience

  • At least 7 years of experience in public administration, institutional capacity building, training EU policies and/or set up and/or management of public administration training institutes in EU Member States, candidate countries or potential candidate countries;
  • Experience in managing complex international assistance projects any duration in the field of public administration, training institutes, training facilities, and implementation of EU Regulation, institutional building and managing teams;

Specific professional experience

  • At least 3 years of expertise through specific projects/actions in establishment and/or development of training institutions, organizational structure, budget, internal regulation, in the areas relevant to the assignment.
  • Experience in developing curricula and training plans and/or providing training related to EU integration including rules and project implementation procedures (PRAG Rules);
