Albania, Macedonia, Croatia, Bulgaria, Azerbaijan, Moldova, Armenia, Georgia and Lithuania are those countries, where the Central Project Management Agency (thereinafter – the CPMA) has implemented and implements EU Twinning, Twinning Light or Technical Assistance projects. Below you will find a short description of each of the project.
From 2011 till 2013 the CPMA together with the Ministry of Finance and a junior partner Hungary, is implementing the EU Twinning project for Croatia „Enhancement of Capacity for Effective Management of EU Cohesion Policy Funds” with the budget of 2.000.000 EUR. The main goal of the project is to increase capacity for overall coordination of the implementation of Structural Funds and the Cohesion Fund (SCF) in Croatia, technically correct and effective financial management of funds, systematic and effective monitoring of SCF programmes. The CPMA delegates two Resident Twinning Advisors, short-term experts to implement the project and performs financial-administrative management of the project. The execution period of the contract is 27 months.
From 2011 till 2013 the CPMA together with the Austrian company „Hulla and Human Dynamics“ is implementing the EU Technical Assistance project „Technical Assistance to Support the Government of Moldova in Building the Capacity for Application of Twinning, TAIEX and SIGMA Instruments“ with the budget of 2.000.000 EUR. The overall objective of the project is to strengthen the capacity for implementation of Twinning, TAIEX and SIGMA instruments as well as to assist the Moldovan State Chancellery in preparation and implementation of the Comprehensive Institution Building programme. The specific objective is to build the capacity and long-term sustainability of the National Coordination Unit and the Programme Administration Office (PAO). The project will also build the capacity of the State Chancellery as central public administration reform and aid coordination body. The execution period of the contract is 27 months.
From 2012 till 2014 the CPMA together with the Austrian company „Hulla and Human Dynamics“ is implementing the EU Technical Assistance project „ Support to the PAO in Application and Coordination of Institution Building“ with the budget of 1.200.000 EUR. The main goal of this contract will be provision of technical assistance to the Twinning Programme Administrative Office (PAO) in Georgia, functioning at the State Ministry of European and Euro-Atlantic Integration of Georgia. The PAO's overall responsibility is to ensure proper coordination over application and implementation of projects and programmes available under the institution building facilities. The execution period of the contract is 27 months.
In 2011 the CPMA together with the Kaunas State-Guaranteed Legal Aid Service and the Ministry of Justice is implementing the Twinning Light project „Improvement of Free Legal Aid System in Croatia“ with the budget of 230.000 EUR. The purpose of the project is to support the Ministry of Justice in establishing more efficient system of free legal aid. The CPMA helped to prepare project proposal for the selection and is responsible for the financial-administrative management of the project. The execution period of the contract is 9 months.
From 2012 the CPMA together with the Lithuanian Customs Department as a Senior Partner and with the Finnish Customs Department as a Junior Partner is implementing the Twinning Project “Support to the State Revenue Committee for Strengthening of Customs Control Procedures and Enforcement in the Republic of Armenia according to the Best Practice in the EU Member States” in Armenia with the budget of 1.000.000 EUR. The project will address the relevant legislation, specific operational procedures and trade relationships and will provide sustainable benefits within a strong strategic base together with a cascade training approach. In addition, it will provide best practice transfer of experience and knowledge from EU Member states Twinning partner(s) based on EU Customs Strategic Blueprints and WCO and WTO standards. The CPMA helped to prepare proposal for the selection and is responsible for the financial-administrative management of the project. The execution period of the contract is 27 months.
From 2010 the CPMA together with the Lithuanian Ministry of Transport and Communication as Junior Partner and ADETEF (France) as Senior Partner is implementing the Twinning Project "Harmonization with Transport Acquis Communautaire Phase II" in Serbia with the budget of 1.500.000 EUR. The project objective is harmonization of Serbian transport legislation with the EU Acquis. The CPMA is responsible for the financial- administrative management of the project. The execution period of the contract is 27 months.
