Evaluation of submitted project applications

Information on the submission of applications for projects, evaluation procedures, implementation and information for providers as well as any other requirements are available in the Description of Procedure for the Implementation of Development Cooperation Activities and Provision of Humanitarian Assistance by State and Municipal Institutions and Agencies approved by Resolution No. 278 of 26 March 2014 of the Government of the Republic of Lithuania and the Description of the Procedure for the Implementation of the Development Cooperation and Democracy Promotion Programme approved by Order No. V–170 of 12 June 2019 of the Minister of Foreign Affairs of the Republic of Lithuania.

List of inessential shortcomings (technical errors) of project applications for the Development Cooperation and Democracy Promotion Programme and Project Implementation Agreement template are available on the website of Central Project Management Agency www.cpva.lt, under the section Lithuanian Development Cooperation/Documents.

We recommend that project applications worth less than 15,000 EUR be primarily submitted to the diplomatic missions of Lithuania, during their calls for proposals, which will be announced on their websites in the beginning of 2021.

Funded activities

The Ministry of Foreign Affairs of the Republic of Lithuania hereby calls to submit applications for the implementation of development cooperation projects under the Development Cooperation and Democracy Promotion Programme in 2021.

In accordance with the development cooperation policy guidelines set out in the Inter-Institutional Action Plan on Development Cooperation, adopted by Resolution No. 937 of the Government of the Republic of Lithuania on September 21, 2016, the Ministry of Foreign Affairs calls for submission of project applications for the implementation of the following concepts:

Republic of Armenia (projects will be administered by the Central Project Management Agency CPMA):

  1. Support for the implementation of the Cooperation Agreement between Armenia and the European Union (CEPA) - Development of an EU-compliant safety and regulatory framework for land and air transport.
  2. Development of a clean environment in Armenia through the development of a sustainable waste sorting system.

Republic of Azerbaijan (administered by CPMA):

  1. Promotion of socio-economic activity of women and youth in the regions of Azerbaijan.

Republic of Belarus (administered by CPMA):

  1. Capacity building in the field of historical and cultural heritage preservation.

Georgia (administered by CPMA):

  1. Support for small and medium-sized enterprises to take advantage of the opportunities provided by the Free Trade Agreement between EU and Georgia.
  2. Introduction of good practices in the field of environment protection in Georgia.

Republic of Moldova (administered by CPMA):

  1. Developing a corruption-intolerant society in Moldova by strengthening independent media.

Ukraine (administered by CPMA):

  1. Support to education sector in the conflict affected regions in Eastern Ukraine by developing digital educational platforms.
  2. Mental health care and rehabilitation services enhancement in Eastern Ukraine.
  3. Export promotion by establishing small and medium business clusters in the regions of Eastern Ukraine.

European Union’s Eastern Partnership Countries (administered by the Ministry of Foreign Affairs):

  1. Dissemination of independent information and building resistance to disinformation in the European Union’s Eastern Partnership countries.

Migration origin and transit countries and regions (administered by CPMA):

  1. Support for introduction of innovative agricultural technologies in Mali.
  2. Support for the economic empowerment of women in Palestine.

Public education and awareness about development cooperation (administered by CPMA):

  1. Documentary film festival on the development cooperation theme.
  2. Raising public awareness on development cooperation.
  3. Public education on the UN Sustainable Development Goals and promotion of volunteering.

A total of EUR 580,000 will be allocated to these projects in 2021.

Applicants

Lithuanian and foreign legal persons, organizations, their subdivisions, and individuals are invited to submit project applications. The duration of project implementation may be one or more years.

Applicant must have at least one partner in the country where the project will be implemented. A partner is not obligatory, when the project relates to the promotion of democracy or public information, or if an application for a project is submitted by an entity of the partner country or by an international organisation.

Submission of project applications

Project Applications are filled and submitted in Lithuanian or English through e-form on the Internet. Deadline for the submission of project applications is 3 November, 2020 14:00 hrs (Lithuanian time).

For COVID-19 threats management

If it is planned to have trips to other countries during the implementation of the project activities, it is proposed to keep in mind the threats due to the spread of COVID-19 virus, self-isolation in those countries.

If project activities implementation have meetings, trainings, events, etc., provide the possibility to organize them by distance communication possibilities (ex. online events by zoom, microsoft teams or others).

If organisation is based in the same country as the project will be implemented, do we need a partner?

Applicant must have at least one partner in the country where the project will be implemented. A partner is not obligatory, if an application for a project is submitted by an entity of the partner country or by an international organization. In other words, if your organisation is registered in the concept country as a legal entity, partner is not obligatory for concepts.

What is the maximum estimate budget sum possible?

There is no maximum sum for the estimate budget, but it should be noted that the total amount indicated in the call will be distributed to all projects selected to all published concepts.

Are fixed assets eligible costs for the project?

Purchase of fixed assets are eligible if:

·         these are the direct costs of the project;

·         the purchase of fixed assets is necessary to achieve project results;

the sustainability of the project results is ensured only if fixed assets are purchased (i.e., it ensures, that it will be used in the future).

What is the experts fee for their work?

The amount of the experts' fee is determined in accordance with the practice applied by the European Commission implementating Twinning projects. The expert's daily fee, including taxes, shall not exceed 350 EUR. This amount does not include travel, accommodation, daily subsistence and other mission expenses referred in April 29th, 2004, of the Resolution No. 526 „Payment of daily subsistence and other mission expenses“ by the Government of the Republic of Lithuania.

Can the same applicant submit more than one application for the different concepts?

Yes, applicant can do this.

If the project is planned for several years, would it be possible to plan one overall project estimate budget for the whole period?

No. The project estimate budget must be planned separately for each budget year (not calendar year). Budget year in this program is for the period up to 1 October.

Is it possible to plan the project for more than one year?

Yes, project can be implemented in one, two or three years. If the duration is longer than one year, then the project application must include arguments why the project could not be implemented within one-year period.

Can the applicant‘ contribution be provided as in-kind contribution? If so, how to indicate it in the application?

Yes, you can. Please keep in mind, that in-kind contribution must be expressed in financial terms in the project estimate budget and providing supporting documents (for example, a preliminary agreement for the volunteer, with hourly rate, confirmation of free hall rent, but indicating its market price and so on.).

Does the applicant has to put his own contribution to the project? If yes, how much?

The applicant's financial contribution is optional, but during the evaluation of the project application, the additional (extra) points are given for the applicant‘s contribution for the project.
