EU Twinning project in Serbia

The consortium between Lithuania (Lead MS) and Romania (Junior partner) will implement the European Union Twinning Project in the Republic of Serbia „Strengthening Capacities of Internal Control in the Fight against Corruption within the Ministry of Interior“. The Special Investigation Service of the Republic of Lithuania (as the Project Leader), together with Police Department under the Ministry of Interior of the Republic of Lithuania, and several Romanian law enforcement agencies, as well as Romanian Anti-Corruption General Directorate, as Junior partner. The Special Investigation Service of the Republic of Lithuania will be responsible for the successful implementation of the project, Central Project Management Agency (mandated body, Lithuania) will ensure project administrative and financial management.

EU tender was launched for the implementation of this project. Besides Lithuanian – Romanian authorities, Austrian authorities participated in the tender as well.

The total Project budget is 1.000.000 EUR will be financed by the European Commission. The duration of the Project is 18 months (the planned start of the beginning of the implementation is scheduled for 4th of February, 2019). The purpose of the Project is to strengthen capacities of Internal Control in the Fight against Corruption within the Ministry of Interior of the Republic of Serbia. Also strengthening capacities of the use of special investigative techniques, integrity testing, improve IP systems, asset/property declaration checks, intelligence and operational data as well as to conduct corruption risk analysis.

The project results are as follows: 

1. Enhanced capacity of IAS (Internal Affairs Sector) to efficiently use special investigative techniques in proactive investigations of corruption and integrity testing.

2. Improved IT systems of IAS to protect and manage data during investigations.     

3. Enhanced internal investigation capacity of the IAS and enforced asset/property declaration checks of employees of MoI (Ministry of Interior).

4. Established capacities of IAS to process intelligence and operational data as well as to conduct corruption risk analysis.

This is already the 5th EU Twinning Project, won by the Special Investigation Service of the Republic of Lithuania.
