International Cooperation

CPMA contributes to the policy of international development cooperation by implementing projects aimed at ensuring peace, promoting economic growth and social stability in the world, reducing differences between countries and integrating partner countries into the world’s economy. The year 1999 can be considered the beginning of CPMA’s involvement in international development cooperation activities. Since 1999 until 2009, when Lithuania was a recipient of the European Union (EU) support, CPMA performed the functions of the administrator of the EU Twinning program in Lithuania. After Lithuania became an EU member state, CPMA continues its international development cooperation activities by transferring the European integration experience of Lithuanian public sector institutions and other accumulated expert knowledge to partner countries that implement sustainable development reforms in the format of the Twin Program. From 2018 CPMA implements EU-funded international development cooperation programs through indirect management, i.e., manages the programs delegated by the European Commission (EC)/implements the EU budget (including contracting and administration) in partner countries, taking responsibility for the implementation of the program (achieving results, proper use of the budget, etc.). CPMA is granted the right to implement indirect management programs by EC accreditation - ex ante Pillar Assessment.

 

In 2010, EC, having for the first time carried out an assessment of the CPMA's compliance with EC standards (Pillar Assessment), gave the agency the right to implement indirect management EU programs and projects. The EC's last positive assessment of the agency regarding EC standards was received in 2022. During the audit, the organization's internal control, accounting, funding allocation process, personal data protection and other areas were evaluated. In other words, it is an assessment of the organization's internal system, applicable rules and procedures, which was carried out according to 8 criteria out of 9 possible, after the EC requirements changed. We were the first in the Baltic countries to receive such EC accreditation, which equates us to such famous development cooperation agencies as GIZ (Germany), SIDA (Sweden), FIIAPP (Spain), Expertise France (France) and others. Accreditation opened the door not only to the Practitioners Network for European Development Cooperation, but also enabled CPMA to chair this network together with GIZ in 2021-2022.

Types of implemented projects
CPMA implements the development cooperation goals of the EU with the help of various programs and projects financed by the EU.

The institutions of the member states of the European Union, together with the institutions of the partner countries of the European Union, implement EU-funded projects aimed at strengthening public administration capacities and transferring good EU experience.

EC delegates the implementation of EU-funded development cooperation programs and projects to institutions of EU countries and international organizations with EC accreditation. As a development cooperation agency of an EU member state, CPMA also has this accreditation and implements EU indirect management programs and projects.

Grants are direct financial payments from the budget of the EU, allocated to recipient third countries (usually non-profit organizations) carrying out activities that contribute to EU policies. CPMA recently started participating more actively in EU grant project tenders and will continue to develop this activity.
