Support to the modernisation of Customs Service of Moldova in line with AA requirements

The Project has two main purposes:

1. The first purpose is to assist in the necessary preparation for implementing the Single Window (SW). The SW will ensure the application of more efficient and more effective controls by the MDCS on goods imported into, exported from and in transit through RoM. It will also result in greater facilitation for stakeholders involved in the international movement of goods and, in particular, those involved in the import into, export from or transit of goods through RoM.


2. The second objective is to assist in the preparation for and successful implementation of the Convention on a common transit procedure and the Convention on the simplifications of formalities in trade in goods (including the NCTS system). Apart from the obvious advantages for both MDCS and stakeholders, in terms of applying more effective controls for the former and reduced compliance costs for the latter, implementation of the common transit procedure (supported by the NCTS) will also facilitate compliance by RoM with one of the obligations of the DCFTA Agreement, (as part of the AA) with the EU.

Strengthening of the Medicines and Medical Devices Agency of Moldova as regulatory agency in the field of medicines, medical devices and pharmaceutical activity

Project purpose: The MMDA is a health agency in transition. Currently the EU acquis regarding medicinal products and medical devices is transposed into Moldovan legislation. Adopting laws is only the first step which has to be followed by adoption of EU regulatory practice as well as implementation of the EU principles and standards. Strengthening of this practice, with regards to clinical trials, marketing authorisation, manufacturing and distribution authorisation, vigilance, central procurement, pricing, reimbursement and distribution of medicinal products and medical devices, authorisation of pharmaceutical activity as well as supervision and reinforcement, is the main purpose of the twinning project. The completion of this project should deliver a health agency with capacities at the same level as peer institutes in the EU member states. The MMDA should be able to cooperate in the EU networks of regulatory agencies. 

Support to the strengthening of the operational capacities of the Law Enforcement Agencies of the Republic of Moldova in the field of investigation of criminal acts of corruption

Project purpose: The projects purpose is as follows: Strengthening of the investigative capacities of the NAC, APO, MIA, GPI and Customs Service of the Republic of Moldova (hereinafter Moldova) in the field of prevention and investigation of criminal acts of corruption.

Technical assistance to support the Government of Moldova in building the capacity for application of Twinning, TAIEX and SIGMA instruments, and to provide support in preparation and implementation of the Comprehensive Institution Building programme

Project purpose: to build the capacity of the Government of Moldova, and particularly the Programme Administration Office and the Aid Coordination Unit at the State Chancellery, for technical leadership in the identification, preparation and implementation of activities funded by external assistance. In particular, to support the Programme Administration Office (PAO) at the State Chancellery as the central institution for promoting, planning and implementation of the use of EU instruments, specifically Twinning, TAIEX and SIGMA. In addition, the project was intended to assist the State Chancellery in the preparation and implementation of the comprehensive institution building programme of the European Commission.

Reform of the initial and continuous training of the police system in the Republic of Moldova

Enhancing the system of prevention and combating money laundering and terrorism financing in the Republic of Moldova

CPMA role: CPMA implements Objective 3 which seeks to enhance transparency, accountability of, and access to the judiciary system in the Republic of Moldova. CPMA's main liability, as a lead applicant, is to overlook the whole project and ensure the integrity of the action as well as be responsible for the implementation of “Component/ Output 1: Court monitoring is in place to reveal shortcomings of access to justice and fair trial rights and to inform future reform policy”.

1. Court monitoring is in place to reveal shortcomings of access to justice and fair trial rights and to inform future reform policy
2. Increased capacities of lawyers (and other legal professions if conditions allow) ensuring improvement of fair trial rights, and increased provision of quality legal aid in line with international standards.

Specific Output: The bilateral police cooperation between the EU Member States and the Republic of Moldova based on the application of the DNA technologies has been strengthened and expert capacities for exchange of DNA profiles have been built.
