In addition, the project was intended to assist the State Chancellery in the preparation and implementation of the comprehensive institution building programme of the European Commission.

The PAO's overall responsibility is to ensure proper coordination over application and implementation of projects and programmes available under the institution building facilities (like comprehensive institutional building); further promotion and assistance in utilisation of Twinning, TAIEX and SIGMA instruments by respective line ministries and public administrations. The professional staff which will be hired within this project, will complete the structure of the PAO and will ensure the well-functioning of the latter.
