The EU Delegation to Ukraine contract with the CPMA was extended with the scope of the work by including activities of EU4PFM component 1, related to budget preparation, implementation and control, additionally involving Civil Society organizations to play a key role to track the performance of reforms in the fields of budget preparation, implementation and control. The budget of the project was topped-up by approximately 7,5 MEUR and the overall duration of the project was extended until the end of 2024.

Specific objective of EU4PFM component 1 is to support relevant national institutions in the improvement of budget preparation, implementation and control thus strengthening the capacities:

  • in the Ministry of Finance of Ukraine and other key spending units for the implementation of medium-term budgetary planning as well as regarding programme-based budgeting and execution of spending reviews;
  • in the State Treasury Service of Ukraine and the Ministry of Finance of Ukraine regarding budget execution function and liquidity management;
  • with regards to the further alignment of the Ukrainian accounting system with international standards;
  • for public internal financial control including internal audit of public finances.

The overall objective of the program, with a total budget of 55.5 MEUR is to improve Public Finance Management (hereinafter – PFM) in Ukraine, thereby ultimately improving public service delivery and the business climate. The main beneficiaries are the Ministry of Finance of Ukraine, State Tax Service, State Customs Service, Accounting Chamber of Ukraine and Bureau of Economic Security.

CPMA is responsible for three components of EU4PFM programme, with the total budget of 36.985 MEUR, of which 0,5 MEUR is the co-funding of the Republic of Lithuania.

Support of relevant national institutions in the improvement of budget preparation, implementation, and control; as well as the further development of a modern, efficient and fair revenue collection system; also covering relevant PFM institutions in the enhancement of their organizational capacities are the main objectives of the three components that CPMA carries responsibility for.
