Public private partnership

CPMA performs the functions of the PPP Competence Centre and helps to create legal, administrative and institutional conditions in Lithuania, necessary for development of effective partnership. CPMA also organizes trainings in this field for public administration institutions, initiating and implementing the PPP projects.

PPP Competence Centre has been established within the scope of the project „Promotion of Public-private partnership“, being implemented together with Ministry of Finance and financed by the EU structural funds.


Our competence


Experts of the PPP Competence Centre specialize in the following fields:

  • Costs and benefit analysis of investment projects;
  • Development, assessment, management and supervision of the PPP projects;
  • Financial modeling for PPP projects;
  • Establishment and development of dialogue with the private partners;
  • Execution of Public Procurements for selecting private partners.

  • Methodical guidance and tools for preparation and assessment of projects;
