EU FUNDED „PUBLIC FINANCE MANAGEMENT SUPPORT PROGRAMME FOR UKRAINE (EU4PFM)

ABOUT THE PROJECT

The overall objective of the action is to improve the public finance management in Ukraine, thereby ultimately improving public service delivery and the business climate and to strengthen Ukraine’s resilience by responding to urgent needs by the Ukrainian authorities resulting from the Russian war of aggression in Ukraine.

Specific objectives of EU4PFM:

1. Support relevant national institutions in the improvement of budget preparation, implementation and control;

2. Support further development of the public procurement system in Ukraine;

3. Support further development of a modern, efficient and fair revenue collection system;

4. Support relevant PFM institutions in the enhancement of their organizational capacities;

5. Support relevant national institutions in the improvement of accountability for public funds.

The total budget of the project is allocated to CPMA is approx. 50 MEUR, of which 0.5 MEUR is the co-funding of the Republic of Lithuania, to be implemented until 31 December 2026.

The main partner institutions in Ukraine: Ministry of Finance of Ukraine, Ministry of Economy, State Tax Service of Ukraine, State Customs Service of Ukraine, Accounting Chamber of Ukraine.

The Central Project Management Agency (hereafter – CPMA) was identified to implement the Programme’s Components: Component 1. Budget process modernisation, improved control and Accountability; Component 2. Public Procurement; Component 3. Revenue Mobilisation; Component 4. Horizontal functions and governance; Component 5. External audit and Parliamentary oversight.

CPMA encourages a horizontal and transparent organisation based on trust and independent work of experts/consultants.

1. Key Expert on public procurement

The Key Expert will support Team Leader in overall management of Component 2 and will provide legal, methodological and capacity development support in the area of public procurement.

Qualifications and skills:

  • University degree in law, political science or another related field;
  • Fluency in written and oral English. Knowledge of Ukrainian and/or Russian is a distinct advantage;
  • Excellent analytical and communication (written and oral) skills;
  • Proactive-results driven approach, proven track record in change management, and in delivering results.

General professional experience:

  • Minimum 10 years of professional experience in the area of public finance management.

Specific professional experience:

  • 7 years of professional experience over last 15 years related to EU acquis in public procurement;
  • Experience in capacity building projects related to legal framework in public procurement in/with EU member states, or IPA, or ENI countries with EU Association Agreement;
  • At least 2 years of mid-level management position in a public administration body, will be a strong advantage.
