PROJECTS UNDER CPVA IMPLEMENTATION

RENOVATION OF THE SCHOOL IN BORODYANKA TOWN

Project value: 7 944 784,80 Eur (of which 1,8 million Eur contribution of Taiwan).

Estimated project implementation duration: the school opening ceremony took place on 15th March 2024. Outdoor infrastructure should be finished in May 2024. The bomb shelter is already installed.

Project aim:to rebuild and equip one of the three schools in the Borodyanka town of Kyiv region. The school is designed for 700 children, grades 1-11.

1. The Technical work project. Procurement of the Technical work project preparation was finished and on 11/11/2022 was signed an Agreement with the LLC Architects bureau "Oksa". The Technical work project was prepared and confirmed on 03/01/2023. The service of the supervision of the Technical work project will be provided during the entire period of execution of the Contract works.

2. The Contract work of the school building renovation. The contract was signed on 31/01/2023 with LLC “Antares”. The document authorizing construction has been received. The Contract works are implemented.

3. Installation of bomb shelter for school students. The contract was signed on 11/03/2023 with LLC “Art Bud Service “. The bomb shelter is installed.

4. School environmental improvement and landscaping works. On 09/08/2023, an agreement was signed with LLC "Galaktika". The works suspended due to the weather conditions, will be finished in spring 2024.

5. Technical supervision of the works. After the implementation of public procurement procedures, the technical supervision of the works is implemented by Dmitriy Mykolayovych Luboichenko. The service implementation of the technical supervision is the entire period of execution of the contract works.

6. Furniture and equipment. For the equipment of the school, necessary school furniture, smart boards, computers, and kitchen equipment were purchased, delivered and installed.

7. Study visit and sport camp. In July 2023 the study visit of teachers from Borodyanka was organized to strengthen their educational capacities. During their visit to Lithuania about 34 teachers visited schools and familiarised themselves with the organization of the learning process. Also, in July 2023 sport camp for 40 kids from Borodyanka was organized. Kids not only were training and competing with Lithuanian children on the football field but also had fun in Vilnius.

FUTURE SCHOOL FOR UKRAINE: DEVELOPING ADAPTIVE TECHNICAL DESIGN FOR BUILDING NEW SCHOOLS

Estimated duration of project implementation: May 2025

Project aim: to prepare an adaptive technical project for the construction of schools in Ukraine with the cooperation of Lithuanian, Ukrainian, and international architects via the international architectural competition.

1. On 22 August 2023 Memorandum of Understanding was signed between the Ministry of Foreign Affairs of Lithuania, the Ministry of Education and Science of Ukraine, the Ministry for the Communities, Territories, and Infrastructure Development of Ukraine. Central Project Management Agency (CPVA) and the Restoration Agency of Ukraine were appointed as implementers of the project.

2. On October 5-6, 2023, a creative workshop of Lithuanian and Ukrainian architects, teachers, and the community was organized for the preparation of an architectural competition for the Future school project.

3. The dedicated webpage Future School for Ukraine is launched to provide information about the project, engage participants, and promote the competition's objectives.

4. On February 24, 2024 architectural competition, where Ukrainian and international architects are invited to participate is announced. The evaluation of architectural ideas and selection of the competition winner is planned for May 2024.

5. April 9-13, 2024 project aims presented in the Festival of the New European Bauhaus. Among more than 200 participants, CPVA and LAS team spread the information about the project.

6. A contract with the competition winner for the elaboration of the technical design project is planned to be signed in the second half of 2024.

7. In November 2024 finalized adaptive technical project design will be transferred for free usage of the Ukrainian communities and institutions.  

STRENGTHENING ADMINISTRATIVE CAPACITIES OF THE UKRAINE’S AGENCY FOR RESTORATION

Project value: 300 000 Eur

Estimated duration of project implementation: July 2024 

Project aim: to strengthen the Agency's public procurement, internal control, and anti-corruption procedures in line with the EU pillar assessment methodology

1. On 25-28 March the Agency for Restoration staff came for a study visit to CPVA, gaining hand-on experience of CPVA corruption prevention ecosystem, internal control mechanism and public procurement supervision.

2. The 2nd Coordination Group meeting held on 26 March concluded 60 per cent of all planned activities completed within the first five months, including:

  • recommendations provided on improvement of planning and accountability processes between the Agency and its regional offices and a draft legal act developed;
  • draft legal act developed creating a special working group responsible for building an internal control system in the Agency and its regional offices;
  • draft methodological recommendations on procurement of engineer consult and technical supervision services developed and;
  • draft market research requirements for public procurement developed;
  • draft public procurement supervision procedures developed.

INDOOR AND OUTDOOR EQUIPMENT FOR THE KINDERGARTEN IN BORODYANKA

Project value: 500 000 Eur (of which 250 000 Eur contribution of Taiwan).

Estimated duration of project implementation: June 2024.

Project aim: to contribute and finalize the reconstruction of a kindergarten (initiated by the US NGO Hope Foundation) for 120 children by providing furniture, equipment, and installation of outdoor infrastructure and playgrounds.

1. Installation of outdoor infrastructure and playgrounds. After the implementation of public procurement procedures, the contract with LLC “Children's and Sports Equipment” was signed and work is ongoing.

2. After coordination with kindergarten community of list of necessary furniture, the public procurement is ongoing.

SCHOOL RENOVATION IN SNIHURIVKA TOWN – A JOINT STATE-PRIVATE INITIATIVE

Project value: 68 000 Eur with the in-kind contribution of windows ~50 000 Eur worth from JSC LTintus.

Estimated duration of project implementation: 6 months.

Project aim: to enable 300 children to return to offline learning by replacing damaged windows in the only town’s school with new windows donated by the Lithuanian company.

1. Production of the windows. Lithuanian company LTintus manufactured about 145 windows according to the provided measurements.

2. Transportation of the windows. Windows from Lithuania were transported to Snihurivka (Mykolaiv region).

3. Installation of the windows. Windows are installed, and relevant finishing works for the newly installed windows are accomplished.

4. Additional upgrades including the installation of roll-up curtains on the southern side and window repairs in the sports hall and other classrooms were provided within the project.

THE INSTALLATION OF THE ANTI-RADIATION SHELTER IN THE KINDERGARTEN IN IRPIN

Project value: 500 000 Eur (of which 250 000 Eur contribution of Taiwan).

Estimated duration of project implementation: October 2024

Project aim: to provide and equip safe anti-radiation shelter for 90 kids in kindergarten No. 9 (Kozyntsi, Irpin), instead of the currently used basement.

1. Preparation of the technical project. Technical project was prepared by Irpin.

2. Installation of the antiradiation shelter. Public procurement procedures are implemented, contract is signed with LLC "RADOGOST PLUS".

3. After implementation of public procurement procedures, contracts for the author and technical supervision of the project have been signed. Services are provided throughout the duration of the contract works.

4. Furniture and equipment. Technical task for the procurement is under preparation.

NEW BOMB SHELTERS FOR UKRAINE’S SCHOOLS

Project value: 15 500 000 Eur (of which 15 mln. Eur EU funding and 0,5 mln. Eur cofounding of Fund for the Development Cooperation and Humanitarian Aid).

Project aim: To bring Ukraine’s children back to school and ensure safe education by constructing dual-use antiradiation bomb shelters (at least 5) in Ukraine near educational institutions.

1. Odesa region.

The shelter will be at Molodizhnenskyi Lyceum, Prymorska st. 9, Molodizhne. A dual-purpose anti-radiation shelter for 780 persons will be built.

1.1. Technical design project correction services contract signed, 04/04/2024, 2 months for correction.

2. Sumy region.

The shelter will be at Sumy school of the I-III levels. No. 27, Okhtyrska st. 33, Sumy. A dual-purpose anti-radiation shelter for 1000 persons will be built.

3. Mykolaiv Region.

The shelter will be at Bashtanskyi Lyceum No. 2, Yuvileina st. 102, Bashtanka. A dual-purpose anti-radiation shelter for 1000 persons will be built.

4. Chernihiv region.

The shelter will be at Desnianskyi Lyceum Dovzhenka St., 34, Desna. A dual-purpose anti-radiation shelter for 1000 persons will be built.

5. Zaporizhzhia region.

The shelter will be at Zaporizhzhia Lyceum No.99, 'Heroiv 93-i bryhady St, 13А, Zaporizhzhia. A dual-purpose anti-radiation shelter for 1000 persons will be built.
