CPMA implements 3 out of 4 Program components (1st, 3rd, and 4th Program components):
- Component 1. Budget process modernization: Support relevant national institutions in the improvement of budget preparation, implementation, and control
- Component 3. Revenue mobilization: To help develop a modern, efficient, and transparent tax collection system
- Component 4. Horizontal functions and governance: To assist relevant public financial management institutions in strengthening their organizational management capabilities.

Project purpose: To improve Public Finance Management in Ukraine, thereby ultimately improving public service delivery and the business climate.
