The Action is carried out at the following location | Belarus

Overall objective of EU4Belarus programme is to support Belarusian students and professionals in accessing modern quality education, training and learning opportunities and focuses on the placement and management of academic programme for students (scholarships), advanced training and creating learning opportunities for Belarusian citizens.

In November 2022 the EC adopted special measure in favour of Belarus. Titled “EU4Belarus: Supporting societal resilience and human capital development”, the measure has the overall objective to reinforce the resilience and capacity of Belarusian society to achieve democratic changes in Belarus. The Action aims to support the following two specific objectives: (1) strengthen the capacity and resilience of civil society organisations and activists to promote democratic changes and human rights in Belarus in a changing context’ (2) support Belarusian students and professionals in accessing modern quality education, training and learning opportunities.

The current Action – the 3rd Phase of EU4Belarus Support for Advanced Learning and Training (EUSALT III) – concerns the implementation of activities aimed at supporting Belarusian students and professionals in accessing modern quality education, training and learning opportunities and focuses on the placement and management of academic programme for students (scholarships), advanced training and creating learning opportunities for Belarusian citizens.

The current Action is intended to provide direct support to alternative educational and research institutions and initiatives, students, university professors, researchers and professionals. It aims to further support academic programme with EU Member States, scholarships to study at EHU as well as provision of research and fellowship grants and support to the development of lifelong learning and alternative education for Belarusians.

DESCRIPTION OF THE ASSIGNMENT

Objective of the assignment:

The overall objective is to design the Grant Scheme for Education Service Providers and participate in the competition as external assessor.

Tasks:

Key High Education Expert:

  • In collaboration with the relevant CPVA and Partner Organisations team members design the concept of the Grant Scheme for Education Service Providers to the level of reaching approval from the European Union Delegation (EUD).
  • In collaboration with the relevant CPVA and Partner Organisations team members prepare the package of documents of the Grant Scheme for Education Service Providers. The package shall include the following documents: announcement, Guidelines for applicants, application form, selection strategy, and the contract documents for the selected applicant. The package of documents should be approved by the CPVA and the EUD.
  • Participate in organisation of information sessions for potential applicants.
  • Participate in the relevant meetings and discussions, and act as an external assessor in the Evaluation Committee for the applications.
  • Other tasks needed to implement assigned Activities.

Previous experience would help you to complete tasks more easily and will be considered as an asset:

  • Experience as a Key Expert in at least one project providing advisory and consultancy assistance.
  • Experience of working with EU or other donor projects.
  • Good understanding of Belarusian and/or EU high education systems.
  • Experience working with grant schemes.

REQUIREMENT FOR THE POSITION

  • University degree in the fields related to the Programme (preferably social sciences and humanities, education).
  • Minimum 10 years of general professional experience and specific experience of, at least, 5 years in the areas of the Programme (high education field, youth, human capital development, scholarship and fellowship schemes, university management) .
  • Proven experience working with innovations in high education field (including innovative digital high education solutions), analysis of skills for future jobs, new methods on how to teach, education policy formulation and leadership, high education strategy setting, research and development.
  • Strong analytical skills.
  • Minimum 3 years of experience in senior management positions would be an asset.
  • C1 Level of English.
  • B2 knowledge of Russian.
