Armenia

Support to law enforcement and security reforms in Armenia

Project type: Indirect management programme
Years: 2023-2025
Budget: 2 222 222, 91 euro (CPMA part 2 097 118, 51 euro).
Leader: CPMA
CPMA role: Implementation of the programme.
Project purpose: to support Armenia in its law enforcement and security sector reforms in line with priorities as identified by the CEPA and EU best practices.
Specific objectives:

  • SO 1. To support establishment and proper functioning of the new Ministry of Interior with transparent reporting mechanism: it aims to support a proper functioning new Ministry of Interior law enforcement and security reforms that builds trust to the Armenian citizen.
  • SO 2. To support implementing the Police reform deriving from the 2020-2022 Police Reforms Strategy and to support drafting full package of the follow up new for the new Police Reforms Strategy.
  • SO 3. To support modernization of migration, personal identity documents and border management services: it will oversee the modernization of Armenian MoI services with the aim of being more effective, to build a one stop shop for services for the citizens and to enhance their trust in the Ministry.

Moldova

Enhance transparency, accountability of and access to the judiciary system

CPMA role: CPMA implements Objective 3 which seeks to enhance transparency, accountability of, and access to the judiciary system in the Republic of Moldova. CPMA's main liability, as a lead applicant, is to overlook the whole project and ensure the integrity of the action as well as be responsible for the implementation of “Component/ Output 1: Court monitoring is in place to reveal shortcomings of access to justice and fair trial rights and to inform future reform policy”.
Project purpose: enhanced transparency, accountability of and access to the judiciary system
Specific objectives:
1. Court monitoring is in place to reveal shortcomings of access to justice and fair trial rights and to inform future reform policy
2. Increased capacities of lawyers (and other legal professions if conditions allow) ensuring improvement of fair trial rights, and increased provision of quality legal aid in line with international standards.

Overall Objective (Outcome): Moldovan reform efforts in good governance to be advanced
Specific Output: The bilateral police cooperation between the EU Member States and the Republic of Moldova based on the application of the DNA technologies has been strengthened and expert capacities for exchange of DNA profiles have been built.

Serbia

Facility supporting the strengthening of the Rule of Law in the Republic of Serbia

Budget: 6,5 mln. euro (CPMA part – 541 018,00 EUR, Grant to the Netherlands– 159 892,00 EUR, total – 700 910,00 euro)
Leader: Germany(GIZ)
CPMA role: CPVA participates in the implementation of 2 out of 3 program components: preventive anti-corruption measures and fundamental rights protection.
Project purpose: to contribute to the achievement of the obligations stemming from Chapter 23 - Judiciary and Fundamental Rights, in line with the EU acquis.

Specific objectives: in the area of anticorruption, the objective is support in preparation and monitoring of the National Anti-corruption Strategy, support the Serbian Agency for Prevention of Corruption in the preparation and oversight of the implementation of strategic documents, as well as in assessing corruption risks and the development of an Operational Plan for the Prevention of Corruption in areas particularly prone to corruption.
In the area of Ombudsman, the objective is to provide support in the implementation of activities envisaged in the Action Plan for Chapter 23, such as advising on amendments of legislation, strengthening the capacities of the Ombudsman’s Office in view of the remit of the National Prevention Mechanism for Torture, as well as the strengthening of the local Ombudsman offices.

Facility supporting Serbia in achieving the objectives of Chapter 24: justice, freedom and security

Project purpose: to contribute to the achievement of the obligations stemming from Chapter 24 “Justice, freedom and security” in line with the EU acquis
Specific objectives: to support the achievement of the interim benchmarks in particular the ones leading to improved capacities to fight serious and organised crime.
The Action has the following Components:
1) Strengthening professional skills and capacities to fight serious and organised crime. This include building on proactive investigations including systematic tracking of money flow; analysis of the evidences gathered at pre-investigations and investigation phase and their relevance in courts in order to establish a clear and homogeneous jurisprudence and case law; capacity building on the track records, statistics and reporting; support to institutions to establish an initial track record of freezing and confiscation of criminal assets through the increased capacity to run complex financial investigations.
2) Enhancing operational capacities to fight serious and organised crime. This include: support the Criminal Police and its subordinated units enhancing professional skills, improving operational tools and operational capability; support improvement of services at the level of National Criminal Intelligence System; support interoperability of IT systems; contribute to a more efficient cross-border information exchange through secure networks; provide support to National Center for Criminalistic Forensic of Criminal Police Department dealing with variety of forensic expertise.

Belarus

EU4Belarus – Support to Advanced Learning and Training (SALT)

Project type: Indirect management programme
Years: 2021-2025
Budget: 4 mln. euro
Leader: CPMA
CPMA role: responsible of supporting students and professionals affected by the current political crisis in Belarus to access EU based universities and institutes of higher professional education to continue their academic education or to enrol short-term training courses.
Project purpose: to contribute towards re-enforcing resilience to achieve civic empowerment and sustainable economic growth in Belarus
Specific objectives: to foster people-to-people contacts by increasing access to scholarships and stipends for studies and professional exposure and retraining in the EU

EU4Belarus – Support to Advanced Learning and Training (SALT II)

Project type: Indirect management programme
Years: 2022-2025
Budget: 14 mln. EUR
Leader: CPMA
CPMA role: The Action will implement scholarship and academic scholarship scheme for Belarusian students, fellowship mobility programme for scientists, grant scheme for scientists’ projects, development of distance learning hub, grant scheme for trainings for professionals, establishment of School for Economics and Business Studies IPM/BEROC, promote and facilitate networking and cooperation between different Belarus initiatives in the area of education. The Action will be implemented in close collaboration with selected EU Member States (EU MS) and independent Belarusian civil society organisations (CSOs) working in education field.
Project purpose: To promote mobility and people-to-people contacts for Belarusian youth, academics, and professionals to benefit from access to higher education and opportunities for lifelong-learning compliant with the EU standards and values.

CPMA role: The Action will implement scholarship scheme for Belarusian students, support scheme for Belarusians for training and retraining opportunities, grant scheme for academic research projects for Belarusian professors and researchers,  grant scheme to provide education services for Belarusians, promote and facilitate networking and cooperation between different Belarusian initiatives in the area of education. The Action will be implemented in close collaboration with selected EU Member States (EU MS) and independent Belarusian civil society organisations (CSOs) working in education field.
Project purpose: To support Belarusian students and professionals in accessing modern quality education, training and learning opportunities.

EU4Belarus: Support to the European Humanities University

Project type: Indirect management programme

CPMA role: CPMA manages EHU Multidonor Trust Fund that seeks to consolidate donors‘ support and make it more transparent. CPMA also runs Technical Assistance programe to help EHU with efficient implementation of EHU Action Plan. CPMA experts facilitate EHU efforts in seeking study and research quality and becoming more self sustainable High Education Insitution.
Project purpose: To contribute towards re-enforcing resilience to achieve civic empowerment and sustainable economic growth in Belarus
Specific objective: To support EHU to implement an ambitious programme of change and development: consolidating the EHU’s profile and reputation for providing a high-quality learning and teaching experience, expansion of activities in the sphere of research, innovation and outreach.
